I never saw Benghazi as a scandal outside of the government figureheads knowingly lying about the part a little seen youtube video played in the event. The poor guy that made the "offensive" video was scooped up, indefinitely detained for "unrelated charges" and has never been seen since. It was a failure of security in a region that we cannot reasonably secure. A four hour + fire fight indicates effort to secure the compound. Where is the scandal outside of the attempted blame of the youtube video? It was a calculated terrorist attack on a US interest in a Muslim nation historically unfriendly to America. In Libya we backed Al Qada against a neutered dictator Gaddafi. We backed the AQ friendly revolt in Egypt and seem to be backing AQ friendly rebels in Syria.
There is some controversy in Benghazi but its not of the high crimes and misdemeanors level.
