This is a simple question.
It is not likely that ISIS would have taken large areas of Iraq had we maintained our military presence there; however, I think it is very likely that ISIS still would have taken large areas of Syria considering we armed them in Syria.

And no, we were never considering arming ISIS. We WERE considering arming rebels PRIOR to ISIS moving in and co-opting them. But because Obama dithered, we lost that opportunity.

ISIS ONLY exists in Iraq and Syria because Obama abandoned Iraq and created a massive power vacuum in the region.
The power vacuum was in Syria. Iraq was peaceful and stable when we left, which is why Isis didn't mobilize in Iraq. Instead, Isis mobilized in Syrian with our help and later invaded Iraq.

The study by the London-based small-arms research organisation Conflict Armament Research documented weapons seized by Kurdish forces from militants in Iraq and Syria over a 10-day period in July.
The report said the jihadists disposed of “significant quantities” of US-made small arms including M16 assault rifles and included photos showing the markings “Property of US Govt”.
