The reason is political correctness. If I, for instance, am a social scientist who wishes to try and reduce the recidivism rate of black offenders, then I would need to bring up the black on black violence, and the high percentage of black crime. However, I am a white man. If I bring this up, then I am labeled a racist, therefore I am part of the problem, even if my intentions are to try and help. It's how the left works.
