So it's not really a "cut" as much as it's rolling back proposed benefits that haven't even come into effect yet to try and get a handle on spending.

That's like expecting a raise at your job, not getting it, and then calling it a pay cut.

It sounds to me like the entire suit is based on proving that 1) the cops allowed this to happen, and 2) the cops conspired with Rittenhouse to let it happen.
