I have been waiting for that ruling.  The bar was one had to have just cause, a good reason, to carry outside the home.  We will see how that affects NY, as well as the rest of the country.

What the ruling is about is in order to carry outside the home they had put in place a law in 1913 that you had to show "proper cause" and a "special need for self protection".

That is the part that was struck down. Adams, and the rest are grandstanding or don't understand the ruling.

In NYC it already takes upwards of 9 months.  It is recommended you use an attorney.  They also do a real investigation meaning they talk to your neighbors and co workers.

The only thing that is changing is having to show "proper cause" and a "special need for self protection".
