Basically, Xavier is saying that nothing should be constructed along Florida's coastal regions. But, this just shows that Xavier doesn't have a clue about the problems of getting insurance in Florida (has nothing to do with flooding, because flood insurance is separate), and has no clue what code requirements new construction is required to meet if in coastal or flood areas. He's an old man living in an old highrise in Miami. All of Miami and Miami beach were built on limestone and spoil islands back before the 1960's.
